1. Finland Film Tax Incentive

Cash Rebate:

  • A reimbursement of up to 25% on eligible production costs incurred in Finland.

2. Detailed Breakdown of the Cash Rebate

Rebate Percentage:

  • Up to 25% of qualifying production expenses.

Eligible Costs:

  • Purchases of goods and services, and rental of equipment and facilities from Finnish tax-liable companies.
  • Salaries subject to withholding tax, paid to employees liable to pay income tax in Finland.

Annual Budget:

€12 million allocated for 2024.

3. Finland Cash Rebate Terms and Conditions

Eligible Applicants:

  • Finnish or foreign production companies.
  • Other audiovisual companies selected to produce the project.

Ineligible Applicants:

  • Government, municipal, or parish authorities or institutions.
  • Companies where the State holds a majority stake.
  • Sole proprietorships.

Project Requirements:

  • The project must start within 12 months of the funding decision regarding costs incurred in Finland.
  • Eligible costs incurred in Finland can be a maximum of 80% of the total production budget.

Ineligible Productions:

  • Commercials or promotional products.
  • Document series.
  • Non-scripted series (e.g., reality shows or talk shows).
  • Music videos or recordings of musical events.
  • Entertainment or sports events and their recordings.
  • Training videos.
  • Productions where public funding exceeds 50% of costs generated in Finland.

5. Process/Outline of Applying or Being Eligible for the Incentive

1. Preparation:

  • Ensure the project meets the eligibility criteria.
  • Prepare necessary documentation, including a detailed budget and production plan.

2. Application Submission:

  • Submit the application through Business Finland’s online service.
  • Applications are accepted on a first-come, first-served basis starting January 2, 2024, at 8:15 a.m. EET.

3. Evaluation:

  • Business Finland reviews the application and required documentation.

4. Decision:

  • A funding decision is made within 40 days.

5. Production:

  • Proceed with production, ensuring compliance with the terms and conditions.

6. Reporting and Rebate Disbursement:

  • Submit a report, cost statement, cost breakdown, and auditor’s report to Business Finland by the deadline.
  • Upon approval, the rebate is disbursed based on actual costs.
